It should be noted that the Prime Minister spoke not about whether Shushi is Armenian or not, but about the actual control of Shushi in the event of the return of refugees. In response to a question in the National Assembly, Nikol Pashinyan said, “There has never been a discussion of any kind during the entire negotiating process, in which Azerbaijani refugees do not return to Shushi. And before the conflict and liberation, Shushi had an Azerbaijani population of 90 percent or more, so are you trying to say that a city with 90 percent or more Azerbaijani population is Armenian in that status? And you also say, why did you declare that Artsakh is Armenia, if you consider that Artsakh is not Armenia, and that is your position, then formulate it officially.”
