Ruben Rubinyan, head of the Armenian delegation to the Parliamentary Assembly of the Council of Europe, addressed the first day of the session, touching on Azerbaijan's military crimes during the war and emphasizing the importance of the return of Armenian prisoners of war.
“The people of Nagorno-Karabakh were attacked not only by Azerbaijanis but also by foreign fighters and mercenaries, who were transferred to the conflict zone by Turkey. This fact has been recorded by the leaders of France, Russia, the United States, and heads of security sectors, as well as international media and Human Rights Watch. Numerous videos and photographs have surfaced on Azerbaijani social media platforms displaying calls for brutality and violence against Armenians. Today, as military operations have ceased, the most pressing issue is the return of Armenian prisoners of war,” stated Ruben Rubinyan.
