The U.S. Reaffirms the Necessity for the Immediate and Safe Return of Prisoners: U.S. Ambassador

The U.S. Ambassador to Armenia, Lyn M. Tracy, has published an article titled "Democracy is Priceless," which we present below:

“On January 20th of this year, just moments before 12:00 PM Washington time, Joseph Biden was inaugurated as the 46th president of the United States. Kamala Harris also took her oath, becoming not only the first woman but also the first African American and Indian heritage vice president.

In his inaugural speech, President Biden stated: “We have again come to understand, recognize, that democracy is priceless. Democracy is fragile. At this moment, my friends, we see that democracy prevails.” As emphasized by President Biden, the past few weeks have allowed us to understand that the establishment of democracy requires ongoing efforts even in the United States, which has nearly two and a half centuries of history.

Since Armenia's independence, the United States has supported the struggle for democracy in Armenia not because it is perfect here, but because we know how much work is necessary to protect and maintain it. Key to this endeavor is the establishment and preservation of strong democratic institutions, the strengthening of the rule of law, ensuring economic opportunities for all, and expanding access to education. This process requires unity, determination, and perseverance, often under significant challenges.

Beginning this new chapter in history, the United States reiterates its commitment to cooperate with the people, government, civil society, media, and private sector of Armenia to support the aspirations of the Armenian people aimed at strengthening democratic institutions through tangible reforms and building a more prosperous Armenia.

Democracy and the rule of law are the cornerstones of U.S.-Armenian relations, yet our common agenda is broader. Supporting sustainable and inclusive economic growth, expanding trade and investment, promoting energy security, responsibly managing environmental resources, combating the COVID-19 pandemic, and investing in people through educational opportunities reflect the deep and comprehensive partnership between the U.S. and Armenia, which is sure to strengthen even further.

We recognize that we must first undertake the urgent work that will allow us to move forward after the devastating conflict in Nagorno-Karabakh. The U.S. government has responded to Armenia’s immediate needs by providing clothing, food, safe spaces for children, and shelter for the displaced. The United States reaffirms its call for the immediate and safe return of prisoners. We condemn instances of atrocities related to the conflict. All perpetrators must be held accountable. Despite the cessation of hostilities, a political solution to the status of Nagorno-Karabakh is crucial for strengthening regional peace and stability.

As I reflect on this year, I am fully aware of the many challenges ahead of us, but I know that together we can overcome them. We will continue to support Armenia's recovery in the years to come. As President Biden remarked: “We have never failed when we’ve acted together.” This emphasis on unity knows no boundaries; with our Armenian friends and partners, we will confront the challenges before us, defend our shared values, and promote democracy and the rule of law, paving the way for a bright future for all of us.”
