Why Border Demarcation Should Be Based on Azerbaijan's Data Rejected 30 Years Ago

Former President of the Artsakh National Assembly Ashot Ghulyan wrote on his Facebook page: “I have been waiting for over a month for any of the competent authorities in Armenia to remind that the urgent adjustment of the borders between Armenia and Azerbaijan based on the former Soviet republics' borders has no legal basis.

Okay, let's assume Azerbaijan needs to do this quickly while the consequences of the war have left us vulnerable, but why are we forgetting that today’s Azerbaijan renounced the Soviet legacy with the constitutional act on the restoration of state independence adopted on October 18, 1991, and from that moment has proclaimed itself the successor of the Azerbaijan Democratic Republic which was first established and existed during 1918-1920. (You can find the link to this document below).

Can anyone explain why the establishment of the borders between Armenia and Azerbaijan in 2021 should be based on data that were rejected by the latter 30 years ago? Not to mention the issues of border delimitation and demarcation, which even between countries with long-standing peaceful relations are not implemented for years.”
