Application for Legalization of Unauthorized Constructions by January 31 Will Utilize Previous Cadastral Values, Tunyad Says
On January 20, the National Assembly adopted a draft law amending the law on establishing the procedure for assessing cadastral values of real estate, aimed at aligning with the market value for property taxation, during its second reading.
Babken Tunyad, the chairman of the National Assembly's permanent committee on economic issues, delivered a speech on the issue, stating: “If individuals have unauthorized constructions, they can apply to their municipalities by January 31. If a positive decision is made, the previous lower cadastral values will apply to them. Secondly, those who have acquired land plots under deferred payment conditions will also benefit from the previous lower values, provided they make the payments during 2021.”
It is worth noting that as of January 1 of this year, new cadastral values for real estate, aligned more closely with market conditions, have come into effect and these values are significantly higher than the previously effective cadastral values. Based on the proposal from the National Assembly's committee on economic issues, an amendment was made to the draft indicating that those who applied for a change of designated purpose before December 15, 2020, will have the previous cadastral values apply to them if a positive conclusion is reached. Citizens who apply to the relevant authorities by January 31, 2021, for the legalization of unauthorized constructions will also benefit from the option of paying according to the previous cadastral values.
