The concepts of victory and defeat depend on the maximum and minimum plans of the parties involved. In other words, it is important to understand what the Azerbaijani side wanted and what it received. I cannot currently say what they wanted, but I can state that they received no more than what we obtained. This was mentioned by Arman Yeghoyan, the chairman of the National Assembly’s permanent committee on European integration, in a brief interview with News at the National Assembly.
“In other words, the unblockade, according to the signed document, should be carried out based on the principle of parity. In other words, the same rights that we will have for using their roads, they will also have those same rights. Secondly, no road or corridor within the territory of Armenia will have any special status that differs from any other part of Armenia’s territory,” he emphasized.
According to Yeghoyan, there will be no security issues on the roads regarding freight transportation, and if there are problems, they will affect both sides. He noted that there is currently no clarification regarding the movement of citizens on the aforementioned roads; if such an issue arises, it is clear that entirely different security norms will apply.
The parliament member stated that Armenia will benefit from the unblockade, but the question remains how much Azerbaijan will benefit and to what extent the economic gains will be replaced by political ones. “Naturally, the unblockade cannot be unilateral. And economists will discuss its economic efficiency,” Yeghoyan emphasized.
Regarding the results of the trilateral meeting in Moscow concerning the return of prisoners, he noted that this issue should be resolved independently of the political agenda. “The issue of prisoners should be resolved in accordance with international legal norms; it is not a subject for political discussion, and I am confident that through international pressure we will manage to resolve this issue. We did not reach a solution concerning the return of prisoners, but the trilateral negotiations lasted for 3.5 hours, and it is obvious that other topics, including the issue of prisoners, were also discussed. The Prime Minister of Armenia and the President of Russia emphasized humanitarian issues and addressed the question of the status of Artsakh. I believe the issue of the return of prisoners is on the agenda, and there is mutual understanding between the parties on this matter,” the parliament member stated.
