I Have Decided to Create a Blacklist of Unscrupulous Landlords. Hayk Khamunyants

The Minister of Territorial Administration and Infrastructures of Artsakh, Hayk Khamunyants, stated on his Facebook page: "Within the framework of state programs to provide temporary accommodation for displaced residents, various mechanisms for compensating rental costs have been activated and continue to operate. This has led to an artificial increase in rental prices, especially in Stepanakert, significantly affecting the residents of non-displaced areas who, due to various circumstances before the war, were renting in the capital. Unscrupulous landlords either significantly raise the rent for old tenants or evict them to accommodate displaced residents, in order to charge higher amounts. I have decided to create a blacklist of unscrupulous landlords, and those who appear on this list will not benefit from state assistance programs."
