Ministry of Defense Clarifies Under What Circumstances Wounded Soldiers Can Access Support Measures

The Armenian government approved the support measures for soldiers injured or maimed as a result of military operations unleashed by Azerbaijan on September 27, 2020, following decree N2073-L dated December 17, 2020.

Support measures will be available to those soldiers whose injuries or impairments may lead to a limitation of personal activities and a need for social protection. As a result, they may be recognized as beneficiaries under the law 'On Compensation for Damage Caused to the Life or Health of Soldiers During the Defense of the Republic of Armenia,' and by point 9 of the decision N9 established by the board of the Fund for Compensation for Damage Caused to Soldiers' Lives or Health on March 2, 2017, following injuries such as:

  1. Complete removal of the stomach,
  2. Removal of one lung,
  3. Amputation of limbs,
    1. Amputation of both lower legs,
    2. Amputation of a lower leg combined with amputation of wrist or forearm,
    3. Short (8 cm) thigh amputation or exarticulation,
    4. Thigh amputation not subject to prosthesis,
    5. Amputation of both thighs at the upper third,
    6. Amputation of upper limbs and thighs,
    7. Amputation of lower limb combined with blindness of one eye,
    8. Absence of fingers on both wrists,
    9. Amputation of both upper limbs,
    10. Amputation of upper limb combined with blindness of one eye,
  4. Removal of the pharynx,
  5. Removal of the bladder,
  6. Removal of the large and small intestines with the installation of an artificial anus,
  7. Irreversible blindness in both eyes,
  8. Absence of both eyeballs,
  9. Deafness accompanied by the absence of speech,
  10. Combined spinal-cord trauma with spinal cord injury leading to paresis of two or more extremities, paraplegia, hemiplegia, triplegia, quadriplegia,
  11. Severe traumatic brain injuries accompanied by pronounced psychiatric or neurological syndromes.

The collection of data from soldiers who have sustained such injuries or impairments is carried out by the Ministry of Defense of the Republic of Armenia through the Ministry of Health, with the involvement of medical organizations responsible for providing medical assistance and care to injured soldiers.

Potential beneficiaries of the support measures do not need to visit Ministry of Defense subdivisions for additional purposes. Nevertheless, individuals who sustained any of the aforementioned injuries as a result of the war unleashed by Azerbaijan on September 27, 2020, can send their information (first name, last name, patronymic, phone number, and copies of medical records) to the email address [email protected].
