Under What Circumstances Did a Large Section of the Goris-Kapan Route and the Villages of Khndzoresk and Hin Tagher Pass to Azerbaijan? - Tigran Abrahamyan
The former advisor to the President of Artsakh and head of the "Henaket" analytical center, Tigran Abrahamyan, made a Facebook post addressing the issues of border demarcation. The post states:
“Prosecutor General's Office, Investigative Committee, National Security Service, Ministry of Defense. For incomprehensible reasons to the public, a large section of the Goris-Kapan road has come under Azerbaijani control. The reason for this was neither non-military actions in the form of a retreat of Armenian troops nor the trilateral statement of November 9.
A part of the Syunik region borders what is referred to as the former Qubadli and Zangelan districts, which were not intended to be handed over to Azerbaijan according to the joint ceasefire statement. As of November 9, when the border was being fixed according to the positions at that time, part of the former Zangelan and Qubadli remained under our control but was inexplicably handed over to Azerbaijan.
There are suspicions in the community that they were handed over either by secret agreement or that the November 9 statement had a secret appendix which has not been disclosed to the public. Incidentally, for similar reasons, under the same conditions, the villages of Khndzoresk and Hin Tagher in the Hadrut region of the Republic of Artsakh, as well as the strategically important Mount Dizapak in the southern direction, have been inexplicably handed over to Azerbaijan.
I appeal to the NSS, the Prosecutor General's Office, the Investigative Committee, and the Minister of Defense, as well as to the relevant structures of Artsakh, to clarify under what circumstances, how, and who handed over these territories to Azerbaijan.”
