The video shows Manukyan speaking during a session of the National Assembly discussing the 'Law on Prevention of Domestic Violence' saying: 'When you give power to a person who is uncontrollable, they will break their opponent completely, and such people have the right to have wives and children. I can imagine what kinds of violence they commit in their families. Do not forget about this issue, I believe there are ten percent of families that are 'beastly', and we are talking about how to treat these 'beasts', since they are almost sick people. This might be their psychological state. When you give a small person power, they will do whatever they want. And now you have given them 100% power within the family, imagine what they will do. Our discussion is not about the existence of such people, but rather how to find a delicate means to eliminate this phenomenon while still maintaining families within traditional values. That is our issue, and we must address it. We have a problem that needs to be solved,' stated Vazgen Manukyan.
