As reported by TASS, he made this statement during a speech in Wilmington.

The politician was asked whether he promises to appoint African Americans to the positions of Attorney General and Secretary of Defense. Biden refrained from making such promises but assured that he would form the most diverse cabinet of ministers, prioritizing the principles of race, skin color, and gender.
