Restrictions Due to Pandemic Remain in Force at Armenia's Borders: AANRA

The abolition of special entry and exit regime restrictions at Armenia's borders pertains exclusively to changes in the conditions of martial law. However, restrictions imposed due to the pandemic remain in effect as stipulated by Government Decision 1514 of the Republic of Armenia.

According to a statement from the Armenian Health and Labor Inspection Body posted on their Facebook page, "Taking into account the inquiries received through the AANRA hotline, the Health and Labor Inspection Body informs that the abolition of special entry and exit regime restrictions at the Republic of Armenia's borders refers exclusively to changes in the conditions of martial law. Meanwhile, restrictions due to the pandemic continue to be in force as established by Government Decision 1514. Specifically, by Government Decision 1917-N dated December 2, 2020, the restriction on the special entry and exit regime during the period of martial law declared on September 27, 2020, has been lifted. However, this means that the National Security Service, police, Ministry of Defense, and Ministry of Emergency Situations can still prohibit personal entry into Armenia (except for citizens of Armenia) and exit for reasons related to state security and the necessity to ensure the life and safety of individuals.

At the same time, Government Decision 1514-N regarding the restrictions applied during quarantine remains in effect. Nationwide quarantine was established from September 11, 2020, at 5:00 PM until January 11, 2021, inclusive.

Thus, the entry of individuals who do not hold Armenian citizenship through land border checkpoints into Armenia is prohibited, except for:

  1. Family members of Armenian citizens and individuals who have legal grounds for residence in Armenia,
  2. Representatives of diplomatic missions, consular offices, and international organizations and their family members,
  3. Individuals entering for a funeral or burial ceremony, provided they are close relatives of the deceased (parent, spouse, child, sister, brother),
  4. Drivers conducting inter-state cargo transport and train drivers of freight trains (including those leaving Armenia after unloading cargo),
  5. Exceptional cases where the border guard commander, considering the urgency and necessity of the entry, as well as the epidemic situation in those countries, allows individuals to enter the territory of Armenia.
