Tigran Abrahamyan, head of the "Henaket" Analytical Center, wrote on his Facebook page: "Today, the President of Artsakh, Arayik Harutyunyan, announced that he has started political consultations with a wide range of political and social circles during this extremely difficult period for the country, with the aim of forming a national consensus government agenda. This has been followed by the appointments of various known figures to different positions, and other personnel changes are also expected.

Any of these or other appointments will not have a serious effect until there are reconstructions and structural changes in the state governance system of Artsakh. I am not even discussing the threats posed by Nikol Pashinyan's holding the position of Prime Minister. Of course, there are officials in Artsakh who must urgently be removed from their positions, but I repeat, mere personnel shifts will not solve any serious issues.

The system that existed before the war needs to undergo radical changes. Understanding the social significance of the number of workers in the state apparatus, I consider it absolutely necessary to propose new tasks and define new challenges for the ministries and various services. The Ministries, the Security Council, and various services must undergo structural changes.

I repeat, considering the social component of the problem, I do not suggest optimizing the state governance system at this stage, but without reconstruction, restructuring, and the identification of new tasks, any personnel changes will not solve any significant issues.

One example: in Artsakh, if I am not mistaken, there are 12 ministries, in the same Artsakh that has lost 75-80 percent of its territory during this war for known reasons. The priorities for this phase must be established in a short time, and sharp changes made accordingly. Otherwise, merely allocating positions or changing places will solve no issues.

P.S. I do not comment on Arayik Harutyunyan's resignation purely because it is still unclear whether new elections can be held after his resignation, whether we will be permitted to do so, and so on. There are many questions which, at least for me, prevent me from discussing the unacceptability of his continued tenure in light of the lack of trust towards Harutyunyan. Taking into account all risks, at this moment it is the decision of the people living in Artsakh. In any case, to avoid further complicating his situation, Arayik Harutyunyan must cease performing the functional duties of being a standby carriage of Nikol Pashinyan's power and approach the situation solely from the perspective of the interests of Artsakh and its people."
