The Kazan Document Provided for the Determination of the Final Status of Nagorno-Karabakh, Not Its Specification: Edward Nalbandian

The former Armenian Foreign Minister Edward Nalbandian has presented further details regarding the negotiation process for the resolution of the Nagorno-Karabakh conflict in an interview with Sputnik Armenia.

He also addressed the speculations currently surrounding the Kazan Document. "It was proposed that the final status of Nagorno-Karabakh would be determined through a nationwide referendum reflecting the will of the population, which would have mandatory legal force. The residents eligible to participate in the voting would be any residents of Nagorno-Karabakh, regardless of their ethnicity, based on the proportions that existed in the region before 1988, that is, before the start of the conflict. Here, the discussion was only about the percentage composition of the participants of the vote, and not anything else," announced former Foreign Minister Edward Nalbandian.
