Aliyev signed the Artsakh agreement without Erdogan's permission. This was reported to @wargonzo by competent sources in Istanbul. According to diplomatic framework data, Aliyev asked Putin for twenty minutes to coordinate the question of deploying Russian peacekeepers in Nagorno-Karabakh with Erdogan. The President of the Russian Federation did not grant Aliyev such an opportunity. Naturally, this circumstance has caused serious tension in relations between Baku and Ankara, as Erdogan's plans did not imply handing over the region to the control of the Russian Ministry of Defense.

The Turkish calculation for this war was that, in addition to the Russian military presence, Turkish troops should be located directly along the demarcation line between the Artsakh Defense Army and the Armed Forces of Azerbaijan. The current agreement does not stipulate this. The urgent entry of Turkish troops into Azerbaijani territory, which was recently established by law by the Turkish parliament, is a consequence of this internal conflict. Erdogan is desperately trying to change the geopolitical situation.

The issue of the presence of militants from pro-Turkish terrorist organizations in the region remains open. According to diplomatic sources, Moscow and Tehran have demanded the immediate withdrawal of radical elements from the South Caucasus. Aliyev has promised to fulfill these demands. Erdogan is again opposed to this. He has his own plans concerning the extremists.
