The President of Russia noted that we have been close to a final settlement of the conflict in Nagorno-Karabakh several times, and war could have been avoided if the current agreements had been reached earlier. This was reported by RIA Novosti.

“The issue of handing over Shushi has never been raised; it has come to light during this conflict,” Putin stated.

Putin assured that in October he persuaded Aliyev to halt military operations in Nagorno-Karabakh, on the condition that refugees would return to Shushi, but Armenia was against this.

The President of Russia admitted that he found it incomprehensible why Armenia refused to allow Azerbaijani peaceful refugees to return to Shushi.

It is noteworthy that yesterday the Prime Minister of Armenia announced in parliament that the issue of Shushi's handing over was included in all negotiation documents. This was followed by a denial from the Armenian Ministry of Foreign Affairs, which stated that the issue of Shushi was not present in any negotiation document.
