Russia and Turkey Sign Memorandum on Establishing Ceasefire Monitoring Center in Artsakh

A memorandum on the establishment of a joint monitoring center to oversee the ceasefire regime in Nagorno-Karabakh has been signed between the Russian Defense Minister, General Sergey Shoigu, and the Turkish Defense Minister Hulusi Akar as a result of video conference negotiations, reports TASS, citing the Russian Ministry of Defense.

According to the military department, "As a result of the negotiations, a memorandum was signed on the creation of a joint center for monitoring the ceasefire regime and all military operations in the conflict zone of Nagorno-Karabakh." The memorandum defines the tasks and principles of the joint monitoring center.

It was noted that the center will collect, summarize, and verify information about violations of the ceasefire regime and other actions that violate the agreements reached by the parties. Its responsibilities also include recording violations through visual observation, the use of unmanned aerial vehicles, and assessing data received from other sources. The center will serve as a body for addressing any complaints, questions, or issues related to violations of the agreements reached.

The ceasefire monitoring center will be located in the territory of Azerbaijan.
