Text of the statement signed overnight by the Prime Minister of Armenia and the Presidents of Azerbaijan and Russia.

We, the President of the Republic of Azerbaijan I. H. Aliyev, the Prime Minister of the Republic of Armenia N. V. Pashinyan, and the President of the Russian Federation V. V. Putin, announce the following:

1. It is declared a complete ceasefire and all military operations in the area of the Nagorno-Karabakh conflict, effective from 00:00 Moscow time on November 10, 2020. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as the Parties, shall cease their occupation of positions.
2. The Agdam district and territories held by the Armenian side in Azerbaijan's Gazakh region shall be returned to the Azerbaijani side by November 20, 2020.
3. A peacekeeping contingent of the Russian Federation is deployed along the contact line of Nagorno-Karabakh and along the Lachin corridor, including 1960 servicemen armed with small arms, 90 armored vehicles, and 380 units of automotive and special equipment.
4. The Russian Federation's peacekeeping force is to be deployed parallel to the withdrawal of the Armenian armed forces. The duration of the Russian peacekeeping force's presence is 5 years, with an automatic extension for subsequent 5-year periods unless neither party announces its intention to terminate this provision six months before the expiry of the term.
5. To enhance the effectiveness of monitoring compliance with agreements by the parties to the conflict, a Ceasefire Monitoring Peacekeeping Center is to be established.
6. The Republic of Armenia shall return the Kelbajar district to Azerbaijan by November 15, 2020, and the Lachin district by December 1, 2020, ensuring the Lachin corridor (5 km wide) that will connect Nagorno-Karabakh with Armenia, while not affecting Shusha. By mutual agreement, a new route for traffic through the Lachin corridor will be determined during the next three years to ensure the connection between Stepanakert and Armenia, with future maintenance of this route to be managed by the Russian peacekeeping forces.
7. The Republic of Azerbaijan guarantees the safety of citizens, vehicles, and cargo traveling in both directions through the Lachin corridor.
8. Internally displaced persons and refugees return to Nagorno-Karabakh and adjacent areas under the supervision of the UN High Commissioner for Refugees.
9. Exchange of prisoners of war and other detained persons and bodies of the deceased is to be executed.
10. All economic and transport connections in the region are to be opened. The Republic of Armenia will ensure transportation communication between the Republic of Azerbaijan and the western regions of the Nakhichevan Autonomous Republic, facilitating unhindered traffic of citizens, vehicles, and cargo in both directions. The monitoring of transportation communication will be carried out by the border service of the Russian Federal Security Service.
11. By mutual agreement, the construction of new transport communications connecting the Nakhichevan Autonomous Republic with the western regions of Azerbaijan will be ensured.
