Statement by the Prime Minister of Armenia, the President of Russia, and the President of Azerbaijan
We, the President of Azerbaijan Ilham H. Aliyev, the Prime Minister of Armenia Nikol V. Pashinyan, and the President of Russia Vladimir V. Putin, hereby announce the following:
1. We declare a complete ceasefire of all types of combat operations in the Nagorno-Karabakh conflict zone, starting from October 10, 00:00, Moscow time. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as the Parties, shall remain in their occupied positions.
2. The Agdam region and the territories under the control of the Armenian side in the Kazakh region shall be returned to Azerbaijan by November 20.
3. Russian peacekeeping forces, comprising 1,960 soldiers, along with firearms, 90 armored personnel carriers, and 380 vehicles and special equipment, will be deployed along the contact line in Nagorno-Karabakh and the Lachin corridor.
4. The peacekeeping forces shall be deployed simultaneously with the withdrawal of Armenian forces. The peacekeepers shall remain for a period of five years, with an automatic extension option for another five years, unless the Parties declare six months prior to the expiration of the term that they wish to terminate this provision.
5. To ensure effectiveness and monitoring of the implementation of the agreements between the Parties, a ceasefire observation center shall be established.
6. Armenia shall return Kelbajar to Azerbaijan by November 15, and the Lachin region by December 1, leaving a corridor 5 km wide to ensure communication with Armenia, while not affecting Shushi. By agreement of the Parties, a new road along Lachin will be constructed within three years, which will connect Stepanakert with Armenia, and the peacekeepers will be deployed to monitor this road.
7. Internally displaced persons and refugees shall return to Nagorno-Karabakh and adjacent regions under the auspices of the UN High Commissioner for Refugees.
8. An exchange of prisoners of war and other detained persons shall be conducted.
9. All economic and transportation links in the region shall be restored. Armenia will ensure transportation links between the western regions of Azerbaijan and the Nakhchivan Autonomous Republic. This transportation link will be monitored by the Russian Federal Security Service border guard. By agreement of the Parties, a transportation route will be constructed to connect Nakhchivan and the western regions of Azerbaijan.
