Official Text of the Statement by the Prime Minister of Armenia, the Presidents of Russia and Azerbaijan Published
The official text of the statement by the Prime Minister of the Republic of Armenia, the President of the Russian Federation, and the President of Azerbaijan has been published.
According to the statement published on the Kremlin's official website:
“We, Prime Minister of the Republic of Armenia N. V. Pashinyan, President of the Republic of Azerbaijan I. H. Aliyev, and President of the Russian Federation V. V. Putin, declare the following. As of 00:00 Moscow time on November 10, 2020, a complete ceasefire and the end of all military operations in the Nagorno-Karabakh conflict zone is announced. The Republic of Azerbaijan and the Republic of Armenia, henceforth referred to as the parties, shall stop at their occupied positions.
The Agdam region is returned to the Republic of Azerbaijan by November 20, 2020. A peacekeeping contingent of the Russian Federation, consisting of 1,960 personnel with firearms, 90 armored vehicles, 380 vehicles and special equipment, will be deployed along the line of contact in Nagorno-Karabakh and the Lachin corridor. The Russian Federation's peacekeeping forces will be deployed in parallel with the withdrawal of the armed forces of Armenia. The duration of the stay of the Russian Federation's peacekeeping contingent will be five years, with an automatic extension of five years if neither party declares its intention to terminate this provision six months before the expiration of the term.
To enhance the effectiveness of the implementation of agreements by the conflicting parties, a peacekeeping center will be established to monitor the ceasefire regime. The Republic of Armenia will return the Kelbajar district to the Republic of Azerbaijan by November 15, 2020, and the Lachin district by December 1, 2020. The Lachin corridor (5 km wide), which will ensure the connection of Nagorno-Karabakh with Armenia and at the same time will not touch the city of Shushi, remains under the control of the Russian Federation's peacekeeping contingent.
By agreement of the parties, over the next three years, a project for the construction of a new route along the Lachin corridor will be determined to ensure communication between Nagorno-Karabakh and Armenia, subsequently, the Russian peacekeeping contingent will be moved there to protect this route. The Republic of Azerbaijan guarantees the safety of citizens, transportation and freight vehicles along the Lachin corridor in both directions.
Internally displaced persons and refugees will return to the territory of Nagorno-Karabakh and neighboring areas under the control of the UN High Commissioner for Refugees. There will be an exchange of prisoners of war, hostages, as well as the bodies of deceased persons. All economic and transport communications in the region will be unblocked.
The Republic of Armenia guarantees the security of transport communications between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic to organize unhindered movement of citizens, vehicles, and goods in both directions. The control of transport communications will be carried out by the Russian Federal Security Service Border Guard. By agreement of the parties, new transport communication will be ensured, connecting the Nakhchivan Autonomous Republic and the western regions of Azerbaijan.
