The Agreement on Friendship, Cooperation, and Mutual Assistance between the Republic of Armenia and the Russian Federation (signed on August 29, 1997, into force on November 5, 1998)
Article 2
The High Contracting Parties shall closely cooperate with each other in defending and ensuring the sovereignty and territorial integrity of the Republic of Armenia and the Russian Federation. They shall immediately consult whenever one of them believes that a threat of armed attack has emerged against it, with the aim of ensuring mutual defense and maintaining peace and security.
During such consultations, the necessity, forms, and volumes of assistance that one High Contracting Party will provide to the other in overcoming the circumstances created will be determined.
Armenian National Assembly member Edmon Marukyan stated that on October 31, Prime Minister Nikol Pashinyan sent a letter to Russian President Vladimir Putin detailing the situation and challenges resulting from the Azerbaijani-Turkish military aggression against Artsakh.
