Despite the agreement regarding not striking civilian settlements and infrastructure, Azerbaijan has resumed shelling Shushi and Stepanakert since early morning. The leadership of Azerbaijan is unable to fulfill its obligations; the peaceful population of Artsakh is its main enemy and target. This was stated by Armenian Prime Minister Nikol Pashinyan on his Twitter microblog.
