Wages and Bonuses Paid to Territorial Forces at 50 Percent of Salary: Decision by the Artsakh Government

The government of Artsakh has adopted a new decision regarding the "Regulation of the Remuneration Process for Employees During a State of Military Emergency." The decision states:

“Taking into account point 4 of part 1 of Article 11 of the law on the legal regime of the state of military emergency and the necessity to regulate remuneration issues for employees in a military emergency, the government of the Republic of Artsakh has decided:

1. To establish the following criteria for the remuneration of employees of state administration bodies, state organizations, and institutions during the period of military emergency:

1. Employees who worked in the Republic of Artsakh in the given month are paid a salary according to the staffing table. In addition to this, employees will also receive bonuses from the bonus fund created within each body, as determined by the head of the body. The amounts of the bonus fund are:
• In the healthcare system – 75 percent;
• In the National Security Service of the Republic of Artsakh, the police of the Republic of Artsakh, and the emergency situations state service – 50 percent;
• In other bodies – 25 percent.
2. Employees who did not work during the month are paid compensation according to the amount of salary stipulated by the staffing table.
3. Territorial forces who have joined military service either through a draft or voluntarily are paid salaries based on the staffing table and bonuses at 50 percent of the salary.

2. According to the decree of the President of the Republic of Artsakh No. NH-465-N dated October 14, 2020:

1. Employees who left the territory of the Republic of Artsakh while performing official duties are paid salaries based on the staffing table for the actual days worked, whereas compensation is given for the days not worked as indicated in this clause proportionate to the non-working days.
2. Employees who did not work are paid compensation of 100,000 AMD (68,000 AMD for those working in the medical system), except for employees whose income does not exceed 100,000 AMD. The latter are paid compensation according to the salary established in the staffing table.

3. Male employees who have left the territory of the Republic of Artsakh in violation of the decree of the President of the Republic of Artsakh No. NH-465-N dated October 14, 2020, as well as those absent from the territory without the approval of the head of the body, will not be paid.
