According to the Artsakh Ombudsman's Report, as of October 12, 31 Civilians Were Killed and 106 Wounded in Artsakh
The Ministry of Foreign Affairs of Armenia has announced that the second interim report submitted by the Ombudsman of Artsakh regarding the atrocities committed by Azerbaijan against the population of Artsakh has been disseminated through the diplomatic channels of the Armenian Foreign Ministry.
The ministry indicates that according to the second interim report, as of October 12, more than 120 civilian settlements, including densely populated areas (such as the capital Stepanakert, Shushi, Hadrut, Martuni, Martakert, Kashatagh, Berdzor, Taghavard, Vardashat, Spitakshen, Meghavus, Nerkhin Horatagh, Alashan, Madaghis, and others), have been subjected to attacks by Azerbaijani armed forces, which were accompanied by the use of UAVs, artillery, missile, and tank strikes, mostly indiscriminately causing death and injury to civilians.
According to the report, as of October 12, 31 civilians have been killed (8 women and 23 men, 1 child and 30 adults). 106 civilians have been injured, of which 86 sustained serious injuries.
“Azerbaijan’s armed forces ignore their obligations to distinguish between military targets and the civilian population. Additionally, they have not implemented any measures to warn the civilian population. In many cases, these attacks have been targeted and deliberate since military targets are located at a considerable distance from civilian objects, and the Azerbaijani armed forces have used precision weaponry, such as missiles and striking drones. The absence of military objects in the areas of attack once again attests to the intentionality of Azerbaijan's actions, which amounts to a war crime,” the report states.
