The Statement of the Ministry of Foreign Affairs of Artsakh on Humanitarian Ceasefire Officially Circulated in the Council of Europe

The statement of the Ministry of Foreign Affairs of the Republic of Artsakh regarding the agreement on a humanitarian ceasefire has been circulated as an official document in the Council of Europe. This was announced by the Ministry of Foreign Affairs of Artsakh.

Also circulated in the Council of Europe is the second interim report of the Human Rights Defender concerning the atrocities committed by Azerbaijan against the population of Artsakh during September-October 2020.

Recall that on September 27, the Azerbaijani armed forces began a large-scale attack in Artsakh, targeting civilian populations as well.

As of October 12, the Artsakh defense forces have shot down 16 helicopters, 17 planes, 168 drones, 514 armored vehicles, mostly tanks, 86 transport vehicles, 10 armored personnel carriers, 4 'TOS-1A' heavy flamethrower systems, 4 'Smerch' and 1 'Uragan' multiple rocket launchers from the opposing forces.

The adversary has suffered more than 4,919 casualties. Preliminary data indicates that there are 429 casualties on the Armenian side. The Azerbaijani armed forces have also targeted military and civilian infrastructure in Artsakh and the Republic of Armenia, resulting in the deaths of 2 civilians in Gegharkunik, 25 civilians killed in Artsakh, and 102 civilians injured, with approximately 5,800 properties and infrastructure damaged.

Journalists from both foreign and local media have been injured due to the Azerbaijani armed forces' shelling. A state of martial law was declared in Armenia and Artsakh on September 27. A ceasefire came into effect on October 10 at 12:00, but Azerbaijani forces conducted sabotage actions and shelled civilian settlements in Artsakh even after the ceasefire.
