Ceasefire Announced Starting October 10 at 12:00 PM: Statement from the Foreign Ministers of Armenia, Azerbaijan, and Russia

Following over 11 hours of consultative negotiations in Moscow, Russian Foreign Minister Sergey Lavrov announced that an agreement has been reached between the parties for a ceasefire for humanitarian purposes.

Lavrov presented a joint statement from the foreign ministers of Russia, Azerbaijan, and Armenia, stating that:

1. Starting from 12:00 PM on October 10, 2020, a ceasefire is declared for humanitarian purposes, to exchange prisoners of war, other detained persons, and the bodies of the deceased, mediated by the International Committee of the Red Cross and in accordance with its criteria.
2. The specific parameters of the ceasefire will be agreed upon additionally.
3. The Republic of Armenia and the Republic of Azerbaijan, with the mediation of the co-chairs of the OSCE Minsk Group, will undertake substantive negotiations based on the fundamental principles of resolution to achieve swift peaceful resolution.
4. The parties reaffirm the invariability of the negotiation process format.
