The government of the Republic of Armenia has made amendments to the decision on "Declaring a State of Martial Law in the Republic of Armenia." New points have been added that stipulate:

"The publication of reports that criticize, refute, cast doubt on the efficiency, or otherwise undermine the actions (including speeches, publications) of state and local self-government bodies and officials tasked with ensuring the legal regime of martial law and national security is prohibited.

Propaganda directed against the defense capability and security of the Republic of Armenia and the Republic of Artsakh is also prohibited, including the publication of reports that cast doubt on their defense capability."

The decision states that the Armenian police will monitor compliance with the established rules. "The police of the Republic of Armenia is authorized to take necessary measures to ensure the removal of published reports and information, and to temporarily confiscate or seize printing devices, radio broadcasting, sound amplification technical means, and replication equipment." The decision comes into effect immediately after publication.

It is reminded that on September 27, Azerbaijani armed forces launched a large-scale attack in Artsakh, also targeting peaceful civilians. As of October 8, the Artsakh armed forces have shot down 16 helicopters, 17 planes, 145 drones, destroyed 496 units of armored vehicles, mainly tanks, 82 vehicles, 10 armored personnel carriers, 4 "TOS-1A" heavy flamethrower systems, 4 "Smerch," and 1 "Uragan" multiple rocket launcher systems from the enemy.

The enemy has over 4,069 casualties and more than 5,270 injuries, while preliminary data indicates 361 casualties on the Armenian side. The Azerbaijani armed forces have also targeted military and civilian infrastructure in Artsakh and Armenia, resulting in the deaths of 20 civilians, injuries to 93 civilians, and damage to about 5,800 properties and infrastructures.

Journalists from both foreign and local media have been injured due to Azerbaijani shelling. A state of martial law was declared in Armenia and Artsakh on September 27.
