Decision Can Only Be Discussed if Armenia Files Main Complaint

The representative of Armenia at the European Court of Human Rights (ECHR), Yeghishe Kirakosyan, during a press conference at the Armenian Unified Information Center, reminded that the ECHR has already made a decision based on Armenia's application, but the evidence of human rights violations continues to be presented.

"We have submitted evidence to the court regarding the gross violations of both conventional and humanitarian law committed by Azerbaijan," said Kirakosyan.

The representative also noted that Armenia has applied for interim measures against Turkey. A statement from the Russian Foreign Intelligence Service has also been submitted to the court.

"We received a decision referencing the previous decision of October 29, urging states to refrain from actions, with a clear emphasis on Turkey. Azerbaijan has not updated or provided information on what actions it has taken or not taken," Kirakosyan added, noting that they have also urged the court to be persistent in the reporting process. If the court is unable to take action, it may refer the issue to the Committee of Ministers, which could achieve the enforcement of the decision through political pressure.

Ultimately, based on the evidence presented by the Armenian side, the ECHR has verified the involvement of Turkey. Discussions about a decision can only take place if Armenia files a main complaint. In this case, it concerns interim measures.
