Call to Indigenous Peoples Living in Azerbaijan

Dear brothers, Lezgins, Talysh, Avars, Tatar, Udi, Tsakhurs, Ingiloys, Rutuls, and Shahdagh peoples, representatives of all autochthonous peoples of the Caspian and South-Eastern Caucasus,

At this historic moment, we address you, our ancient neighbors, as brothers, because we are confident that the common heroic history, the experience of friendship, and the universal perception of honor and dignity unite all the indigenous peoples living on this land.

The war unleashed by Azerbaijan and Turkey, which continues today, is not only against the Republic of Armenia and Artsakh, although the full burden of it is borne by the Armenian soldier and the Armenian people. It is a war of aggression aimed at the indigenous peoples of the Caspian and South-Eastern Caucasus, targeting the entire region and striving to establish absolute supremacy of Azerbaijan and Turkey here.

With genocidal politics, these two states, which have systematically destroyed other nations and ethnic minorities in their historical homeland, have appropriated not only the lands of practically all their neighbors but also their history and cultural heritage, without concealing their intentions.

The terrorist war unleashed by the criminal state of Azerbaijan and Turkey against Artsakh and the Republic of Armenia is not your war; moreover, it is directed against you as well.

Many representatives of your peoples, having been subjected to the coercion of criminal authorities against their will, have found themselves among the ranks of fighters against Armenians, fully aware that they are reinforcing the degrading chains that have kept you in cultural, national, political, and legal slavery for decades.

Once, the victorious Armenian army defended the freedom and independence of Artsakh, and it has now foiled the aggressor's plans and expelled it from all fronts. We do not doubt that this time the complete and unconditional victory will be ours.

Our victory will offer all autochthonous regions in the area an exceptional opportunity to break free from the detested Turkish yoke. We call upon you, brothers and sisters—Lezgins, Talysh, Avars, Tatar, Udi, Tsakhurs, Ingiloys, Rutuls, and Shahdagh—all those who are concerned about the future of their proud peoples—to take advantage of this truly historic moment. It can mark the beginning of a new, free, and glorious history for your peoples and a new dawn of our historic friendship.

Do not hold back. Rise up! Shake off the detestable and degrading yoke that has only led to the physical destruction of tragedies for decades. Lay down your weapons and do not succumb to the demands of the criminal anti-human regime.

Join the struggle against the aggressor that persecutes your peoples and obstructs peace and prosperity in our beautiful region. Let the Armenians who defended their own freedom serve as an example for you: their current struggle may also be decisive for you.

Join the just fight of your Armenian brothers. Support our peoples in the holy cause of freeing ourselves from the forces that have brought only devastation.

We have no doubt that a peaceful and creative future awaits all of us. God help us. Victory will be ours.
