Nikol Pashinyan Signed a Decision to Declare Martial Law
Prime Minister Nikol Pashinyan has signed a decision to declare martial law.
“Considering the military operations initiated by the armed units of the Republic of Azerbaijan towards the Republic of Artsakh on the morning of September 27, 2020, around 07:15, including the use of artillery, air forces, including unmanned aerial vehicles (UAVs), armored vehicles, manpower, and other formations, which have also targeted populated areas located deep in the rear, including the capital Stepanakert and the civilian population living there; based on the fact that the Republic of Armenia is the guarantor of the security of the people of Artsakh; taking into account that there is an imminent threat of armed attack on the Republic of Armenia and an invasion of the territory of the Republic of Armenia as a result of the actions undertaken by the armed forces of the Republic of Azerbaijan, which threatens the sovereignty, security, and territorial integrity of the Republic of Armenia, and therefore the lives and safety of its citizens and residents, and the elimination of these circumstances is impossible without implementing extraordinary measures;
with the aim of preventing the immediate threat of armed attack on the Republic of Armenia by creating the most favorable conditions for the mobilization of the Armed Forces and the economy, as well as ensuring the normal functioning of state and local self-government bodies, physical and legal persons, and the protection of people's lives and safety under martial law; and guided by Article 119, Part 1, and Article 76 of the Constitution of the Republic of Armenia, as well as Articles 3, 4, 5, Part 1, 6, 8, 9, and 11 of the Law on the Legal Regime of Martial Law, the Government of the Republic of Armenia decides:
- To declare martial law throughout the territory of the Republic of Armenia from the moment this decision comes into force.
- To establish measures applied during martial law and temporary restrictions on rights and freedoms, as well as measures and bodies ensuring the legal regime of martial law in accordance with the annex.
- To determine that the measures applied within the framework of martial law and temporary restrictions on rights and freedoms are enforced throughout the entire territory of the Republic of Armenia. For the implementation of measures applied within the framework of martial law and the application of temporary restrictions on rights and freedoms, the forces and means of the authorities responsible for ensuring the legal regime of martial law, including defense, emergency situations, police, and national security authorities, as well as representatives of other bodies of the state governance system, territorial governance, and local self-governing bodies may be involved.
- This decision shall enter into force from the moment of its publication immediately,” the decision states.
Measures applied within the framework of martial law and temporary restrictions on rights and freedoms are included in the annex.
