Did the Authority ‘Dump’ Khundkaryan? ‘Hraparak’
After three days of discussions, the Constitutional Court (CC) failed to elect a president. In a closed vote for the sole candidate, Ervand Khundkaryan, only 2 votes were in favor while 3 were against. Vahe Grigoryan-Arman Dilyan and Hrayr Tovmasyan-Arevik Petrosyan abstained from the vote. It appears that the authorities initially promised Khundkaryan the presidency of the CC, only to later “dump” him.
It is not coincidental that Ashot Khachatryan, who was nominated by Hrayr Tovmasyan, withdrew from the race so that the authorities could convince Khundkaryan that they did everything possible for his election.
What developments will follow the failed elections is hard to predict; however, one thing is clear: both old and new interests coincide in this matter, which is to prevent Khundkaryan from becoming the president of the CC. By the way, the dynamics within the CC have developed in such a way that they may indefinitely fail to elect a president, leading to a paralysis of the court.
Essentially, the government has achieved, through its persistent efforts, the creation of a crisis situation within the CC.
