Arkadi Ghukasyan Has a Video on Samvel Babayan: "Hraparak"

The newspaper "Hraparak" reports: Samvel Babayan, the secretary of the Security Council of Artsakh, has initiated a process of justification regarding the attempted assassination of Artsakh President Arkadi Ghukasyan in 2000. According to Babayan's request, a criminal case was initiated in August at the Artsakh Prosecutor's Office for the abuse of official powers accompanied by violence and coercion of a person conducting an investigation to give testimony, which was accompanied by mockery and torture.

In other words, Babayan is trying to prove that 20 years ago a case was fabricated against him, and that he and the witnesses were pressured into giving statements. According to our sources, Arkadi Ghukasyan carefully keeps a recording made immediately after Babayan's arrest, in which he almost gives a self-incriminating testimony, not refusing responsibility for the incident.

We attempted to hear Ghukasyan's comments on Babayan's request, but the former president of Artsakh stated that he does not give telephone interviews. When we inquired about the video, he repeated the same phrase and added that he would speak about this process when he needs to.

According to our information, he is deeply affected by Babayan's appointment and the reopening of the case, blaming Artsakh President Araik Harutyunyan for this. Ghukasyan has fundamentally ceased communication with Harutyunyan and his entourage.
