Technical Safety Conclusions of Hazardous Objects Circulated by NSS
The National Security Service of the Republic of Armenia has reported that as a result of effective operational-investigative measures conducted by relevant divisions, sufficient factual data has been obtained indicating that the director of 'Drive-2014' LLC, D.T., in preliminary agreement with the head of the Ministry of Emergency Situations’ 'National Center for Technical Safety' A.P., the expert R. Gh., and an employee of 'Armeqspretiza' LLC, violated point 12-19 of the 'Minimum Requirements for the Construction and Operation of Auto Gas Filling Stations' set by the Republic of Armenia government decree 1101-N on August 28, 2008. Without having a construction permit for an auto gas filling station, he constructed a stationary station at addresses 8 and 10 Isayan Street, Charentsavan.
From 2014 until August 2020, he engaged in sales of compressed natural gas. The gas station owned by 'Drive-2014' LLC was registered on an auto vehicle of the 'MAZ' brand, which is considered an industrial hazardous facility, and without having its own pressure, the compressed gas was obtained from pressure sources from the neighboring company 'Eghitsy Luys,' which was involved in the production of compression for auto gas stations.
Simultaneously, there is clear factual evidence that officials of the 'National Center for Technical Safety' of the Ministry of Emergency Situations and 'Armeqspretiza' LLC misused their official positions between 2014 and 2019, conducting official forgeries by compiling, approving, and circulating positive conclusions of technical safety certificates that created real danger to the lives and health of both individuals using the gas station services and those living nearby.
A criminal case has been initiated at the investigative department of the NSS under the relevant articles of the Criminal Code of the Republic of Armenia. Necessary investigative and other procedural actions are being undertaken to provide a proper legal assessment to the actions of the officials.
