Irregularities in the HPU rector competition confirmed, says former rector Ruben Hayrapetyan

Former rector of the Armenian State University of Economics (HPU) Ruben Hayrapetyan stated on his Facebook page:

“The irregularities in the HPU rector competition have been confirmed. This is specifically for those who thought they could ‘push through’ a rector of a state university through primitive irregularities amounting to thuggery, not realizing that such acts only exacerbate their situation. Although due to the inexplicable violations by Judge N. Hovsepyan, the ‘competition’ de facto took place, and the appeal against lifting the ban after the competition became moot and was technically subject to rejection, I specifically appealed to the Court of Appeals to record that the lifting of the ban was illegal, and the competition took place due to blatant violations of the law.

Since the results of the competition mean nothing until the Government approves them, the plan of those behind the irregularities has thus failed. It is clear that the Government can no longer approve the results of the illegal competition recorded by the Court of Appeals. However, as long as the perpetrators of the serial violations—the ones casting a shadow over the entire Government's activities—are not held accountable for the proven violations, discussions about their corruption, as the Prime Minister points out, unfortunately, will result in ‘failure.’

In this case, it is necessary for the Government to find out what measures the responding party—the Ministry of Education—took for the first instance court to convene a rapid court session without due notification to the plaintiff—me, in violation of the law, and to absurdly lift the competition ban under absurd pretexts while stating, somewhat unbelievably, that the decision is not subject to appeal. Well, should I have believed that and not approached the Court of Appeals?

P.S. I have already stated that I am not interested in any public position, but I will engage with those who are destroying hopes for the salvation of the education sector in post-revolutionary Armenia until the end.”
