Based on the nature of the restrictions imposed by the commandant's office during the state of emergency in Armenia and the negative impact of these restrictions on citizens, the RPA's Public Reception has conducted surveys that reveal the following:

  • 126,321 reports have been filed for violations of the rules established under the legal regime of the state of emergency as determined by the government.
  • Based on the filed reports, 55,828 decisions have been made to impose administrative fines.

The analysis of the information provided to the RPA's Public Reception makes it clear that the total amount of administrative fines imposed by these 55,828 decisions is 558,280,000 AMD (approximately $1 million), calculated at 10,000 AMD each. The aforementioned figure represents the total fines imposed from March 16 to July 27.

During the same period, the total number of administrative reports is 126,321. This means that there are still 70,493 reports from which administrative fines can potentially be imposed. In this case, the total amount would be 704,930,000 AMD, or approximately $1.5 million.

Essentially, between March 16 and July 27 of this year, more than $2.5 million may be collected from Armenian citizens. The fines based on these reports primarily consist of a financial component, creating an additional financial burden on citizens already facing deteriorated economic and social conditions due to the state of emergency.
