Extraordinary Measures Without Declaring a State of Emergency: New Draft

The Ministry of Justice, in collaboration with the Ministry of Health, is developing a legislative package that will enable the government to implement measures for public protection and sanitary-epidemiological safety during emergencies without declaring a state of emergency.

In an interview with NEWS.am, Lusine Martirosyan, the head of the Information and Public Relations Department of the Ministry of Justice, stated, “The Ministry of Health is primarily working on these drafts, but we are also collaborating with the Ministry of Emergency Situations and the Prime Minister's Office.”

She was unable to specify timelines for when the legislative package would be ready. When asked whether it was possible for the package to be adopted by August 12, thus eliminating the need to extend the state of emergency for another month, Martirosyan commented that she could not provide information on this matter and was not aware of such details.

It is worth reminding that on July 13, when the government extended the state of emergency for the fourth time, Prime Minister Nikol Pashinyan stated that the state of emergency could not be extended indefinitely and that it should not be.
