Jorhurd: When and Why Citizens May Be Denied a Passport

Jorhurd newspaper reports: “The Police of Armenia intends to regulate the relations of Armenian citizens concerning entry to and exit from the Republic of Armenia. Jorhurd has learned that the law will clearly specify the requirements and documents necessary for minors exiting the Republic of Armenia. It turns out that currently, there is no clear and comprehensive legislative regulation regarding citizens' entry into and exit from Armenia, particularly concerning minors.

Moreover, the police's involvement in the enforcement of responsibilities of debtors is also not clearly regulated, and questions related to the exit of wanted debtors from the Republic of Armenia are not specified. We learned that the police have initiated a package of legislative drafts on this topic and propose to address this legislative gap.

Additionally, the law on “Passports of the Republic of Armenia” will include a new basis for the denial of passport issuance; specifically, a passport will not be issued to those who are wanted based on the relevant decision of the enforcement officer. Jorhurd was also informed that an identification card will not be issued to a person who is in search based on the enforcement officer's relevant decision.
