Lori Governor Evaluates Vanadzor Municipality's Oversight of Subvention Programs as Inadequate
Construction works for subvention programs that commenced in 2019 in Vanadzor have primarily been executed with delays and current shortcomings. This was reported by the Lori Region Governor's Office.
Today, Governor Andrey Ghukasian, accompanied by a group of responsible officials from the Governor's office and Vanadzor Mayor Mamikon Aslanyan, monitored the ongoing construction works in the regional center, providing his observations regarding quality and timelines. He reiterated that substandard works will not be financed, and there will be no opportunity to squander public funds.
Among the subvention programs that were not completed within the previously set deadlines in 2019 and were postponed to 2020 are the construction of a specialized children's sports school for weightlifting, improvements to several roads including the one leading from 18th Tavors Street to the Taron-1 district, Lazyan Street, the roadway from Renaissance Street to the 5th clinic, and various other street renovations.
Even though the renovation of the fine arts museum is completed, landscaping work in the courtyard is still ongoing. In the weightlifting sports school, works are progressing rapidly, with promises to finish by the end of the year while ensuring high quality. However, this cannot be said for the aforementioned streets, as the winning road construction organization through the tender process is “M. Buat” LLC. Last year, due to an inability to complete the works on time, the deadlines were extended by the government's decision until August 1 of this year. Whether they will meet this deadline remains uncertain.
Given the current state of the works, there are concerns that these may not be accepted due to non-compliance with quality standards.
During the tour, the governor also reviewed large-scale projects funded by the state budget, including the reconstruction of the Agricultural College, the regional military commissariat, and the renovation works of the M. Tabrizyan State College of Art, which are being carried out with strict adherence to quality and timelines, as well as the current progress of programs already initiated in Vanadzor using 2020 subvention funds.
Currently, works are ongoing for the renovation of the Olympic Specialized Children and Youth Sports School in Vanadzor, the Culture House named after Hrachya Kleichian, and the library system named after Grant Matevosyan, as well as the construction of a park in the Taron-2 district.
