European Court's Blow to Former Constitutional Court Judges: A Birthday 'Gift' for Hrayr Tovmasyan
According to the newspaper 'Joghvourd', while the former President of the Constitutional Court, Hrayr Tovmasyan, was celebrating his 50th birthday yesterday in a closed circle, the European Court of Human Rights (ECHR) decided not to apply the interim measures requested by Tovmasyan and three former members of the Constitutional Court: Alvina Gyulumyan, Hrant Nazaryan, and Felix Tokhyan, regarding the recent changes to the Constitution of Armenia.
The ECHR's decision turned out to be truly unexpected and, in this case, an undesirable gift for the former president Tovmasyan. Both he and the other members had anticipated that the ECHR would set interim measures and had done everything possible to achieve this, even utilizing their connections and acquaintances; however, this time it yielded no results. Consequently, they were caught off guard yesterday, unsure of what to do next.
It is worth noting that the ECHR cited that there is no serious and irreparable harm to the key rights guaranteed by the Convention for these individuals due to the constitutional changes as a basis for the rejection. Essentially, this decision by the ECHR was a blow to the former members of the Constitutional Court.
