Unified Admission Competition for Appointment to the Patrol Service Training

The Ministry of Justice has announced plans to establish a new Patrol Service within the police department as part of police reforms. This new service will represent the first line of modern policing, equipped with advanced education, skills, behavior, professionalism, and high salaries, along with new equipment and resources.

The first step toward this goal has begun: the police department announces a unified admission competition for appointments to the newly formed Patrol Service through the Police Educational Complex.

General Information:
For individuals who are not police officers and for police officers alike, the admission for non-police officers (hereinafter referred to as applicants) is conducted through a preliminary vocational educational program specialized in “Patrol” within the “Police Operations” field. The education will be conducted in a full-time format at the state’s expense (free of charge). Graduates will be granted police ranks and will be appointed to positions in the Patrol Service of the Republic of Armenia in Yerevan.

For police officers (hereinafter referred to as officers), the competition will be conducted according to an additional educational program that aligns with the state educational requirements for preliminary vocational education in the “Patrol” specialization. Education will also be provided in a full-time format, free of charge. Officers who complete the training courses will receive a prescribed certificate and will maintain their ranks while being appointed to positions in the Patrol Service of the Republic of Armenia, also located in Yerevan.

The duration of the training is five months. Individuals enrolled in the preliminary vocational educational program will be considered police officers according to Article 3, Part 1 of the Law of the Republic of Armenia on Police Service, and they will receive remuneration equivalent to the minimum monthly wage in the Republic of Armenia, amounting to 68,000 AMD (calculated). Officers enrolling in the additional educational program will receive the legally prescribed wage during the entire training period.

Who Can Participate in the Competition:
Applicants must be citizens aged between 18 and 35 years with at least a secondary education, a height of no less than 160 cm, and must possess the personal characteristics, health condition, and physical readiness to perform the duties of police officers. Male applicants may only apply if they have completed mandatory military service or have been exempted from it under specific legal provisions.

Exclusions apply for officers pursuing doctoral studies remotely, service in police educational institutions, or officers with less than one year of service in their current position, among other criteria. The calculation date for the age and service seniority of the applicant/officer is set as of September 18, 2020.

The total number of available positions for the admission-competition is set at 770, with 540 designated for male applicants and 230 for female applicants.

Applicants will undergo a medical examination to verify their health status before being permitted to participate. Those failing the health assessment will be excluded from the competition.

Required Documents:
Applicants must present the following documents:

  • ID document (identity card or social security card, passport or temporary ID), with copies.
  • Application form as per Appendix 1 (can be filled in on-site).
  • Educational certificate (diploma or certificate), with copies.
  • Four photos (4x6 size).
  • Military service confirmation (for male applicants).
  • Passports of close relatives (parents, siblings, spouse), marriage certificate if applicable, birth certificate if a minor, and death certificate if applicable, along with copies.
  • Residence and registration certificates.
  • Driver’s license of category “B”, or a declaration promising to obtain one within two months after the courses begin.
  • If the educational certificate does not state completion of the Armenian language studies, a certificate from the Ministry of Education confirming proficiency in Armenian.

Additionally, the application must include an email address and, if applicable, links to personal social media accounts (e.g., Facebook, Instagram).

Officers must submit a report to the police chief through their structural unit's head for participation in the competition. The report must confirm possession of a driver’s license or include a commitment to acquire one timely.

The selection decision is made by a commission formed by the police chief based on evidence review. The admissions committee ensures the organization and progress of the security assessments, with each assessment costing 1500 AMD (a total of 3000 AMD). Payment will be credited to the educational complex's bank account.

Results of the assessments will be announced on the same day, and candidates may contest results within 24 hours.

Those not passing the final oral interview will be considered unsuccessful. The competition authority will determine successful candidates based on a consensus, with priority given based on their grades and performance in assessments.

Further Information:
Candidates’ documents will be accepted at the Police Educational Complex in Yerevan from July 7 to August 7, excluding Sundays, from 9 AM to 1 PM and from 2 PM to 4 PM. To prevent the spread of COVID-19, prior appointment is required, commencing July 6 by calling specified numbers or via email.
