MP Anna Kostanyan's Inquiries to Deputy Prime Minister Tigran Avinyan

MP Anna Kostanyan from the 'Bright Armenia' faction has addressed Deputy Prime Minister and Chief of the Emergency Situations Tigran Avinyan, requesting detailed, proper, and comprehensive information regarding a special automated software system intended for coronavirus prevention.

"The necessity for this inquiry arises from the need to strengthen public trust and the importance of protecting public interests," Anna Kostanyan wrote.

In her inquiries, Kostanyan asked for detailed information on the following points:

1. Which organization or individuals developed the software?
2. What legal document regulates the relationship between the state and the alleged volunteers?
3. Are the received data encrypted, and if not, what is the purpose of location tracking?
4. Is it possible for data leaks to occur with the processing of call metadata, given that such incidents have become frequent recently?
5. What guarantees are there regarding the secure storage of the received data?
6. Where are the data servers located?
7. How can it be technically proven that the data servers do not have their copies?
8. How do you ensure that other third parties have access to the received data?
9. How many parties (organizations or individuals and state structures) have the right to access the accumulated and processed data, and to what extent do secondary or tertiary parties control the received and processed data? If they do not have access rights, how is the system’s technical maintenance performed?
10. Who conducted the security audit; please publish its results, and can you provide guarantees that a proper audit was conducted at all levels of the system’s preparation and operation?
11. Considering that the system was created hastily, all potential technical issues may pose risks for data protection and could be maliciously exploited by third parties in case of a breach. I believe this is also a significant national security issue.
12. Is there any participation of foreign organizations or individuals in the process of creating this system? Has it been entirely developed in Armenia or not?
