It Was the Same as If the Parliament Had Adopted a Bill to Cancel June, Says Zohrabyan
The member of the National Assembly from the Prosperous Armenia faction, Naira Zohrabyan, writes on her Facebook page: "Today, the Parliament adopted in the first reading a bill to cancel the referendum, which is the same as the National Assembly adopting a bill to cancel the month of June. And since I was offered, if I want a lot, to present such an initiative, I cannot refuse my colleagues in the majority and I am presenting a bill to the National Assembly to cancel phenomena that cause discomfort to the majority and the government.
PROJECT ON AMENDING THE CONSTITUTIONAL LAW OF THE REPUBLIC OF ARMENIA 'RULES OF THE NATIONAL ASSEMBLY'
Article 1. To supplement the constitutional law "Rules of the National Assembly" no. HO-9-N dated December 16, 2016 (hereinafter referred to as the Law) with a new Section 19.1 with the following content: "SECTION 19.1. CANCELLATION OF EVENTS CAUSING DISCOMFORT TO THE GOVERNING FACTION OR GOVERNMENT
Article 86.1. Adoption of a draft law to cancel events causing discomfort 1. In case of the necessity to cancel time periods (day, week, month, or year) causing discomfort to the governing faction or the government, natural phenomena (storm, hail, drought, flood, unprecedented cold, unprecedented heat) or previously made statements (hereinafter referred to as events causing discomfort), at least three-fifths of the total number of deputies may submit a draft decision to the National Assembly to cancel the event causing discomfort, which shall be discussed and adopted in the National Assembly session based on Articles 100 and 101 of the Rules.”
2. In the event that the draft cancellation of events causing discomfort is not accepted at once, an extraordinary session of the National Assembly shall be convened by law within three hours with the imperative agenda of adopting the same draft.
Article 86.2. Legal consequences of the cancellation of events causing discomfort 1. Upon cancellation of events causing discomfort, they shall be considered as not having occurred by law. 2. Reference to canceled events causing discomfort is prohibited by law and is equated with false denunciation, defamation, and in general - slander.
Article 2. This law shall enter into force on the day preceding the official publication."
