New Restrictions Imposed by Avinian's Decision
Today, under the decision of the Acting Minister of Emergency Situations, Tigran Avinian, restrictions have been imposed on the activities of public authority bodies in Armenia.
In particular, all public authority bodies of the Republic of Armenia are required to carry out their activities remotely/online in all possible cases, ensuring the uninterrupted performance of the body's functions.
Access of employees to the administrative buildings of all public authority bodies is prohibited unless there is an instruction from the head of the body regarding specific employees.
The activities of state administration and local self-government service offices are to be temporarily suspended, and in case of impossibility, their activities should be limited by significantly reducing working hours and the number of personnel.
If online services are available, services should be provided exclusively electronically; if not feasible, only urgent needs can be addressed.
To respond to the urgent needs of citizens, state administration and local self-government bodies must publish information regarding their operational phone numbers, website addresses, email addresses, and other means of communication through official websites, social media, and mass media.
The implementation of this decision must be ensured by: the Office of the President of the Republic of Armenia, the staff of the National Assembly, the Supreme Judicial Council, the staff of the Constitutional Court, the Prosecutor's Office, the Central Bank of Armenia, the Audit Chamber, the Central Electoral Commission, the Public Television and Radio Commission, the Human Rights Defender, the Public Services Regulatory Commission, the State Commission for the Protection of Economic Competition, the Investigative Committee, the Special Investigative Service, members of the government of Armenia, heads of bodies subordinate to the government, and heads of bodies subordinate to the Prime Minister, as well as heads of local self-government bodies in Armenia.
Compliance with the restrictions enshrined in this decision must be ensured by the Director of the National Security Service, Edward Martirosyan, and the Chief of Police, Arman Sargsyan.
