New Decision by the Armenian Government on Restrictions for Goods Transportation Between Armenia and Iran
The Deputy Prime Minister of Armenia, Tigran Avinyan, has signed a decision to impose restrictions on the transportation of goods between the Islamic Republic of Iran and the Republic of Armenia, as well as to amend the decision N6 made on March 19, 2020, by the Deputy Prime Minister.
The decision particularly states: “Guided by point 19 of the appendix to the decision N298-N of the Government of the Republic of Armenia dated March 16, 2020 on declaring a state of emergency in the Republic of Armenia:
- Only the transportation of goods specified in the appendix of this decision from the Islamic Republic of Iran to the Republic of Armenia, and from the Republic of Armenia to the Islamic Republic of Iran is allowed.
- The transportation of the goods mentioned in lines one to ten of this decision's appendix is permitted by the State Revenue Committee, based on the written approval of the Ministry of Health of the Republic of Armenia regarding the types and quantities of goods to be transported. The transportation of other goods is permitted by the State Revenue Committee, taking into account the clearance possibilities of the “Meghri” checkpoint and the quantities and characteristics of the goods being transported.
- The transportation of the goods specified in this decision's appendix shall be carried out in the following ways: goods subject to transshipment will be transshipped either within the area of the Meghri checkpoint or in the customs control area of the “Agarak Terminal” LLC, while the movement of goods not subject to transshipment through the territory of the Republic of Armenia and the return of the transport vehicle to the Islamic Republic of Iran after unloading will be managed and monitored by the police of the Republic of Armenia, considering the instructions and recommendations of the Ministry of Health of the Republic of Armenia.
- Allow the return of vehicles that carried cargo from the Russian Federation or Georgia through the territory of the Republic of Armenia to the Islamic Republic of Iran back to the Russian Federation or Georgia.
- In point 2 of decision N6 dated March 20, 2020, “in accordance with the procedure established by decision N197-N of the Government of the Republic of Armenia dated February 24, 2020,” the words “by a separate decision of the Deputy Prime Minister” shall be replaced.
