During a special meeting of the Armenian government, the issue of prohibiting entry and exit from Armenia in the event of declaring a state of emergency was discussed. Deputy Prime Minister Mher Grigoryan agreed with Minister of Health Arsen Torosyan that flexibility should be maintained and air communication should not be restricted, contrary to the proposal by Minister of Foreign Affairs Zohrab Mnatsakanyan.

Prime Minister Nikol Pashinyan noted, 'It's harder to restart a halted process than to activate an ongoing one.' Torosyan added, 'Tomorrow, who will bring those same rapid tests from China?'

Avinyan jokingly remarked, referring to a familiar situation from a film, 'Let everyone in, let no one out.' Mher Grigoryan mentioned the importance of maintaining air transport, noting that if an airline carrier knows that a few people will come from abroad and that cargo will be shipped here and there, it will organize air transport. Otherwise, it would be difficult to convince them otherwise.

Minister of Environment Erik Grigoryan raised a question: 'Why don’t we provide self-isolation regulations for incoming citizens? Let them self-isolate for 14 days, wherever they come from.'

The Prime Minister responded, 'Let's assume 10,000 people are coming, and they say they need to self-isolate, where are they going to self-isolate? We are now supposed to isolate 3,000 citizens, of whom only 5-6 are sick. Furthermore, they might come, see that they are being isolated in a 5-star hotel in Armenia, and tens of thousands will say, let’s go, we’ll self-isolate in Armenia.'

Pashinyan also pointed out that monitoring the movement of self-isolating citizens is challenging, stating, 'We’d have to place a police officer near every house to ensure they self-isolate.'

The government decided to take a one-hour break before continuing the meeting.
