Ararat Mirzoyan on the Procedure for the Extraordinary Session of the National Assembly
The President of the National Assembly of Armenia, Ararat Mirzoyan, shared details on his Facebook page regarding the extraordinary session of the National Assembly:
“I spoke with the leaders of the parliamentary factions and asked them to inform their faction members about the possible special session of the National Assembly. I also instructed the National Assembly staff to prepare for the potential session.
Below I am posting the relevant article from the law on the procedure of the National Assembly:
Article 48. Procedure for Convening and Conducting a Special Session in Case of Emergency Declaration:
- In the case of an emergency declaration, a special session of the National Assembly is immediately convened by law.
- If the number of registered deputies is insufficient for the quorum of the session within four hours following the publication of the Government's decision to declare an emergency, the session begins without ensuring a quorum.
- During the discussion of the issue:
- 1) The Prime Minister or a representative of the Government presents the main report, after which questions can be posed;
- 2) There is no additional report;
- 3) During the exchange of views, only one representative from the permanent committees and factions can speak;
- 4) If the quorum is established before the completion of the discussion, the faction leader or secretary may present a draft decision to the National Assembly regarding the lifting of the emergency or any measure provided by the legal regime of the emergency. The faction's decision regarding the draft is also submitted. The draft is put to a vote without discussion immediately after the concluding speech. The decision is accepted and published according to the procedure defined by parts 4 and 5 of Article 107 of the Rules of Procedure. If the decision is not accepted, a similar draft may be presented no earlier than one month later.
After the vote, the presiding officer announces the special session closed.
