Seiran Ohanyan Charged with Misappropriation of Property Worth 1,046,400,000 AMD

Former Minister of Defense Seiran Ohanyan has been charged under the first point of the third part of Article 179 of the Criminal Code of the Republic of Armenia for misappropriation of property valued at 1,046,400,000 AMD, according to the Special Investigation Service.

Previously, Ohanyan was involved as a suspect under the same article. The SIS reported yesterday that based on factual data obtained in the criminal case, during 2010, a draft secret decision of the Government of Armenia created by the Ministry of Defense proposed to allow the Ministry of Defense to grant approval for the sale of property belonging to the state-owned company “Dzora HEC” CJSC without complying with several legal requirements, particularly without mandatory evaluation of the property.

It was suggested to grant authorization for the transfer of the company’s assets to “Dzoraget Hydro” LLC for the sum of 3,600,000,000 AMD. Subsequently, on December 16, 2010, a secret letter regarding the delivery of the government decision draft was prepared in the name of the Minister of Defense Seiran Ohanyan, which was sent to the Office of the Government the same day at the instruction of Ohanyan.

The draft decision was discussed in a secret procedure at a government meeting and based on a decision adopted on December 16, 2010, a sales contract was signed to transfer the state property worth a market value of 4,646,400,000 AMD, without proper evaluation to “Dzoraget Hydro” LLC for 1,046,400,000 AMD less than its actual value.

A measure of restraint has been chosen for Seiran Ohanyan, which is a non-leaving signature.
