Protests and round-the-clock rallies begin. The government is preparing for March 1. The Constitutional Court is preparing for its share of the crime.

I sincerely congratulate you on your convincing victory in the 2008 presidential elections. The votes you received in a free and fair election are a mandate for the ongoing reforms aimed at the rapid development and democratization of the Republic of Armenia.
Maintaining economic growth rates, overcoming poverty, ensuring a new quality of life, deepening Armenia's international engagement, and a fair and final resolution to the Nagorno-Karabakh conflict are just a few of the many challenges presented to you by the people.
I am confident that you will invest all your knowledge and skills into achieving these goals. I am convinced that the coming years of your presidency will be marked by strengthening the stability of the state and deepening tolerance within society.
