Dismissal of Head of ‘Hrazdan’ Medical Center Due to Large Scale Financial Misappropriation: Petrosyan
The Governor of Kotayk Province, Romanos Petrosyan, has issued a statement on Facebook to clarify the dismissal of the head of the ‘Hrazdan’ Medical Center.
“The dismissal of the director of ‘Hrazdan’ Medical Center is due to particularly large-scale financial misappropriations. The absence of a staffing pool, shadow documentation circulation, an unstable financial and economic situation, illegal extraction and sale of material resources are all contributing factors.
It should be noted that in September 2019, a program was developed by the relevant department of the Kotayk Provincial Administration aimed at addressing violations recorded within ‘Hrazdan Medical Center’ LLC and rehabilitating the company’s operations.
As a result of the investigation, it was revealed that the former director of ‘Hrazdan’ Medical Center, Lilia Karapetyan, and the chief accountant embezzled around 14,810,000 AMD from the medical center’s cash register through misappropriation or waste during October-December 2019.
On December 12, 2019, Lilia Pushkina Karapetyan was dismissed by my decision.
On December 13, 2019, I reported the misappropriation to the National Security Service of the Republic of Armenia’s Kotayk Regional Division.
On December 23, 2019, a criminal case was initiated by the Investigative Department of the NSS of RA under Article 179, part 3, subpart 1, Article 214, part 1, and Article 325, part 2 of the Criminal Code of the Republic of Armenia.

Today, during a working consultation with the management of the ‘Hrazdan’ Medical Center, we discussed the details of the program aimed at rehabilitating the center’s functions, which consists of several important components: regulation of the financial and economic situation, development of a new staffing policy, enhancement of discipline and professional qualifications, modernization of the medical center, and improvement of the moral-psychological atmosphere.
By the way, during these two months, there has already been a certain retreat from shadow circulation at the ‘Hrazdan’ Medical Center; however, much work remains to be done. For instance, the revenues for January 2020 amounted to 14,047.2 million AMD, compared to 11,043.9 million AMD during the same period last year.
I emphasize that our state and territorial administration bodies, law enforcement system, and other state institutions endowed with supervisory functions will not allow any sector to relive the unacceptable and criminal practices that existed in the past, and I will continue to strictly counter such phenomena within the scope of the authorities entrusted to me, employing even the most drastic measures, including close cooperation with the law enforcement system of the Republic of Armenia.
