Preliminary Investigation Completed in the Case of Hrayr Tovmasyan and Norayr Panosyan
The preliminary investigation in the criminal case of Constitutional Court President Hrayr Tovmasyan and his protégé Norayr Panosyan has been completed. This was reported by Marina Ohanyan, the spokeswoman for the Special Investigative Service, in response to an inquiry from NEWS.am.
“The investigative body has deemed the evidence obtained in the criminal case concerning Hrayr Tovmasyan and Norayr Panosyan sufficient to prepare an indictment and send it to court, and this has been communicated to the victims, the defendants, and their attorneys. The materials of the case have been provided to them for review,” stated Marina Ohanyan.
It should be noted that the President of the RA Constitutional Court Hrayr Tovmasyan was charged on December 27, 2019, under the second part of Article 308 of the RA Criminal Code for abuse of official powers. The decision to involve him as a defendant was made by the RA Prosecutor General on December 26, the same day that RA President Armen Sarkissian signed the law on sending Constitutional Court judges into early retirement.
